Description of problem:

Until 'Stop Ship Mode' of Severn starts, can we get the latest version of KDE in
the next public beta?

Both Red Hat Linux release 9.0.93 (Severn) and current (30 july 2003) Raw Hide
contain KDE 3.1.2.

KDE 3.1.3 has just been released and appears to have much bugfixes and small
improvements. Here is a selection from the huge changelog :

- kcookiejar: don't deliver cookies when the url is "strange"
- kdeinit: Handle X errors instead of just crashing when they occur
- kdeprint: improvements to handling of cups network printers
- kio: crash/memory leak fixes
- kio: speedup handling local files
- kiconloader: memory leak fix
- kjava: thread handling fixes
- remove krayon files to prevent possible trademark conflicts
- kio_sftp: Support OpenSSH 3.6+
- kio_smb: Huge update for samba 3.0
- kicker: Improve icon scaling in service menus
- konqueror: Flicker fixes inside the iconview
- noatun: memory leak and memory corruption fixes.

I'm still building kde 3.1.3. I hope to finish it this week.
