Description of problem:

Trying to select a BRL fragment for either a Condition of Action column does not work in 6.0.x. This has been caused by changes to allow selection of a rule from which others extend.

How reproducible:

Always.

Steps to Reproduce:
1. Try to create a BRL Condition or BRL Action fragment column.

Actual results:

Nothing happens.

Expected results:

A BRL Condition of BRL Action fragment column can be defined.

BRL columns still don't work, panel opens allowing me to put in a column header, but the area where I am supposed to define a condition or an action is empty. See the attached screenshot.
