Description of problem:

We encountered Errors in glance-api log when sheepdog package is not installed

The original bug is https://bugzilla.redhat.com/show_bug.cgi?id=1006783

This issue was seen both on fedora & RHEL 6.4

According to the comments #7   
https://bugzilla.redhat.com/show_bug.cgi?id=1006783#c7 the issue is within selinux.

Fedora has a fix in https://bugzilla.redhat.com/show_bug.cgi?id=1006484

We need the same for RHEL 6.4 - 6.5
