Description of problem:
The new graphic startup screen hides kudzu. If the hardware has changed kudzu
actually does run, but it can't break through the graphics and remains hidden.
The result is (a) a 30 second delay on every boot and (b) hardware changes not
being configured. 

In init 3 everything works as it should. 

This is, of course, not a bug in kudzu. It's a bug in the MS^WRH-Windows startup
shell. I just have no clue what the component is called, so I leave it to the
bug owner to re-define it.

Steps to Reproduce:
1. Make a change in hardware
2. Boot in rl5 as many times as you want
3. Boot in rl3
