Description of problem:
on system notes page, a 'Delete' button exists behind the notes which had been deleted when clicking 'toggle deleted notes', and no response when clicking it.

How reproducible:
always

Steps to Reproduce:
1. on system notes page, add a note.
2. delete the note.
3. click button 'toggle deleted notes'
4. check there is  a 'Delete' button behind the notes which had been deleted

Actual results:
there is  a 'Delete' button behind the notes which had been deleted, and no response when clicking it.

Expected results:
there should not be a 'Delete' button behind the notes which had been deleted

This will be fixed in Beaker 25.0 (notes tab of the system page was rewritten and redesigned, no longer suffers this problem).

Verified that the Delete button does not appear beneath already deleted notes. 
The toggle deleted notes button now appears in this form: 

2 deleted notes are not shown <button> Show </button>

Beaker 25.0 has been released.
