Description of problem:
host is not supposed to use fcoe, however it has fcoe service on by default
[root@dell-r210ii-05 ~]# chkconfig --list | grep fcoe
fcoe 0:off 1:off 2:on 3:on 4:on 5:on 6:off
console and /var/log/messgaes is flooded by fcoe error messages

fcoe service on by default

does not have fcoe-utils-1.0.28-2.el6.x86_64 package at all

Why should it be off by default. It should start correctly, yes, but it shouldn't be off by default unless we provide a method to enable it, which we don't.

Correct. This was added upstream and is requested for EL7, we just get it early.
