Description of problem:

Due to an unrelated change for DRL unmarshalling in CR4; Rule Templates have ceased to effectively work in CR4. You an author them but the user receives RTE's when they are saved or validated.

How reproducible:

Add a Rule Template to a project.

Actual results:

Rule Templates break projects.

Expected results:

Rule Templates do not break projects.
