Description of problem:
Clean install ovirt-node-iso-3.1.0-0.999.999.20131009172634gita4c350a.947.fc18.iso and configure the keyboard layout as "German"
during install process.
Then login ovirt-node and check that the keyboard layout still using "U.S English" 

The root cause is due to missed persist /etc/vconsole.conf and /etc/sysconfig/keyboard
in progress_page.py.

Could reproduce this issue on Rhev-hypervisor6-6.5-20130930.0.auto665, so need clone it from ovirt-node upstream to track it in downstream. Also no this issue in rhev-h 6.4.z, so it's a regression bug.

Test version:
rhev-hypervisor6-6.5-20131017.0.iso
ovirt-node-3.0.1-4.el6

Clean install rhev-hypervisor6-6.5-20131017.0.iso and configure the keyboard layout as "German"
during install process.
Then login ovirt-node and check that the keyboard layout was used "German"

And also check that persisted /etc/vconsole.conf and /etc/sysconfig/keyboard
in progress_page.py.

so this bug has been fixed, change the status of this bug from "ON_QA" to "VERIFIED".
