Description of problem:

When using a reliable link and the acquired message is released, broker shall return the message to the queue with a message header redelivered set to true.
The redelivered flag is not set for such messages.

Note: this applies only to amqp0-10 protocol, using amqp1.0 he redelivered flag is handled correctly

How reproducible:
100%

Steps to Reproduce:
1. create a queue and send a message towards it
2. use a consumer to acquire the message over reliable link (default) and release the message
3. The message has returned to the queue
4. consume the message from  the queue and verify that the redelivered flag was set
5. the redelivered flag is set to false (shall be true)

Actual results:
Released message is not marked with redelivered flag

Expected results:
Released message shall be marked as redelivered

This issue has been fixed. Verified on rhel6.4 (i386, x86_64).
