Reproducer for the issue

Description of problem:
Connection with both IPv4 and IPv6 disabled can be created but existing connection can't be modified to same setting.

Version-Release number of selected component (if applicable):
NetworkManager-0.9.9.0-14.git20131003.fc21.x86_64

How reproducible:
Always

Steps to Reproduce:
1. Create connection with DHCP IPv4 setting
2. Modify the connection to disable IPv4

Actual results:
IPv4 setting is still DHCP.

Expected results:
IPv4 setting should be disabled.

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
