Description of problem:

allow user to launch an instance directly from image and skip import part.
this functionality is provided when working with openstack and I don't see a reason why not bring it to RHEV. 

today, when user want to launch an instance (VM) from an image exists on the glance storage, he first need to import the disk, create a vm, attach a disk, activate the disk, run vm ..
