Description of problem:

libguestfs-tools.conf is a rarely used configuration file
that affects some virt-* tools.  It should be documented
in its own man page (required by Debian & RHEL).

Can reproduce with libguestfs-1.22.6-12.el7.x86_64

No manual entry for libguestfs-tools.conf

There is man page for libguestfs-tools.conf
