upload a new bundle distro file that is missing the compliance attribute in the deployment-unit element of the receipe.

make sure the error message is clear what's wrong.

to test, simply create a new bundle (upload a bundle distro file) but make sure its recipe does not have the "compliance" attribute in the XML.

Moving this to ON_QA, as discussed in triage call (myarboro,loleary,spinder). This is already in the GA tag but somehow we didn't set this to ON_QA.
