Description of problem:
It appears that the EAP 6 

Version-Release number of selected component (if applicable): RHQ 4.9.0


How reproducible: Always


Steps to Reproduce:
1. Enable the Event Loggging for a EAP 6 server
2. Shutdown the server
3. Observe the event log

Actual results:
No Events are recorded on shutdown


Expected results:
Expect to see shutdown events like we do on EAP 5 servers


Additional info:
One impact of this is that we can't put alerts on Shutdown Events
