Previously, Nova would default to cold snapshots of instances. As a result, instances needed to be shutdown before the snapshot was taken. With this enhancement, Nova now uses live snapshots by default. Instances remain powered on during snapshots, and the process is unnoticeable to the user.

Description of problem:
The versions of qemu-kvm-rhev and libvirt shipped in RHOS 4.0 have support for live snapshots as opposed to baseOS's ones.

The live snapshots feature in nova will only be available when an specific version of libvirt and qemu are detected in the system and, because this feature has been backported to RHEL's version, it won't be available if we don't disable the version check in nova.

We will set both libvirt and qemu min version for live snapshots to 0.0.0 and explicitly require the version of qemu-kvm-rhev instead of qemu-kvm.
