Description of problem:
Create scalable app one by one, when creating 1962th scalable app, it will take 8m42s, it looks like unacceptable for user.

1.2/2013-08-23.3

How reproducible:
Always

Steps to Reproduce:
1.Create the first scalable app, and take note the eclipsed time for creating this app
2.Create apps one by one.
3.

Actual results:
When creating 1st scalable app, it will take 53 sec.
When creating 1962th scalable app, it will take 8m42s.

Expected results:
There should be no obvious performance degression.

This issue also happened on ose-2.0,  2.0/2013-11-26.1 puddle 

Creating scalable php app one by one continuously, when creating 1750th scalable app, it will take more than 6 minutes.

OpenShift Enterprise v2 has officially reached EoL.  This product is no longer supported and bugs will be closed.

Please look into the replacement enterprise-grade container option, OpenShift Container Platform v3.  https://www.openshift.com/container-platform/
