Description of problem:

After starting rebalance on a volume from the UI, the Rebalance button remains active for quite some time. The rebalance icon in the Activities column appears after some time, not immediately.

The rebalance button should be disabled as soon as the rebalance is started and the icon should also appear as soon as rebalance is started on the volume.

How reproducible:
Always

Steps to Reproduce:
1. Start rebalance on a volume from the Console.

Actual results:
Rebalance icon appears in the Activities column after some time. Rebalance button is active for some time after starting the rebalance.

Expected results:
Rebalance icon should appear immediately and the button should be made inactive immediately.

Seems like the current task mechanism has this limitation and it takes some time for this to reflect. But, from user point of view, this certainly looks confusing. We should try to explore other avenues ( either empty task or some other means ) to resolve this.

After clicking on rebalance the Rebalance button is disabled in about 4 seconds and an icon indicating "waiting" appears in the Activities column. Marking as VERIFIED with Red Hat Storage Console Version: 2.1.2-0.27.beta.el6_5.
