Description of problem:
No matter what value I set for the 'max_concurrent_local_sessions', I still can build set many images as I like at the same time. If I understand the documentation correctly, this config should limit the max build threads.

Steps to Reproduce:
1. run imagefactory daemon
2. use curl to send more than 2 build image requests.

Actual results:
All requested images are building

Expected results:
Should have a least 1 image in queue.
