Unable to drag dashboard widgets to right side on next login.  The yellow highlighter doesn't highlight the right side of area while dragging.

Description of problem:
I was verifying this bz 1019286 and found this issue. 

Re-arrange all dashboard widgets to right of side page and logout. On next login, the widget will automatically shifts to left side and user won't be able to drag them on right again.

always

Steps to Reproduce:
1. Login with admin user or any other user
2. Drag all dashboard widgets to right
3. logout
4. login

Actual results:
All dashboard widgets automatically shift to left and user won't be able to drag them on right. The yellow highlighter doesn't highlight the right side of area while dragging. User can move them up and down.

Expected results:
when a user drag all widgets to right and on next login, position should remain same and user can drag them at any position.

The content dashboard no longer exists and from my testing, this problem doesn't seem to affect the regular dashboard.
