Description of problem:
A number of places recently changed from using Exceptions to Errors, with a
result that the Error Reports are not being generated - instead the user gets
the plain 500 error page.

1. Violate an assertion



Actual Results:  Error 500

Expected Results:  Pretty WAF Error Report page
