Description of problem:
Currently the dtgov version is added to dtgov.properties during installation rather than during build time (in community).

This results in a required patch to the community build for productization.  We should change the community to include the property at build time rather than at installation time, which will remove the need for a patch in product.

In community, we are now adding the version at build time rather than at installation time.  This is done by applying resource filtering to a subset of the resources being included in the dtgov-installer jar.
