Description of problem:

The TestPlan.update() method currently does not support updating
the test plan 'owner'. Please, add this functionality.

verify this issue on v3.8.10-1 on devel server.---Pass
User can update plan's owner via TestPlan.update() method, the owner can be user_name/user_id.
