Description of problem:
Database downtime causes OutOfConnection problem in ovirt, and even if the database restarts - an ovirt service restart is necessary

How reproducible:
Every time

Steps to Reproduce:
1. Start ovirt
2. Stop database
3. Start database (after 10 minutes)

Actual results:
Ovirt does not resume working.

Expected results:
Ovirt should resume working.

this should be fixed in 3.3 by now
