How to reproduce:
1) create a cert with "create both"
2) input the VMM info
3) submit and create
4) click the publish tab
5) select the checkbox of "Certification Public Date"
6) will get broken selecters

@fwang,

Please note, the selecters are workable with Chrome.

They are disabled only when I am testing with Firefox.

Verified on web2, but still needs further verification on partner.

So change the status back to MODIFIED.
