Description of problem:
when updating individual/group root password, there is always a message prompting 'Root password not changed: it is based on a dictionary word', even I entered '1234qwe' which is not a dictionary word.

How reproducible:

Steps to Reproduce:
1. update individual/group root password with 1234qwe
2. click button change.
3.

Actual results:
message prompting 'Root password not changed: it is based on a dictionary word'

Expected results:
proper messages that people could know the rule how to design their password. 

Additional info:
that really confused all my colleagues who start to know beaker.

Whereas it's confusing that 1234qwe is said to be a dictionary word, that's the "standard" way of telling that a password is not strong enough.
