Description of problem:
Currently hsqldb can be used either as a database daemon or as a library.
The second use case does not require systemd services.
Package hsqldb should be split into two packages - hsqldb and hsqldb-lib.
hsqldb would just just contain systemd services and require hsqldb-lib,
which would contain Java code and metadata.

I believe that this bug is fixed in hsqldb-2.3.1-8,
which is available in Fedora Rawhide, so I am closing this bug now.
