fedpkg should check the dates in changelog before the build phase, so pushes with wrong dates are not allowed and the spec file can be fixed locally before the push.

[dan@eagle codeblocks]$ fedpkg build --nowait

^^^ it should be the "fedpkg push" step what will fail

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
