Description of problem:

 As in the other bugs, procps-ng has weird conflicts/obsoletes rules which make yum end up with this as the transaction:

procps-ng-3.3.38-13 updated
procps-ng-3.3.38-16 updater
sysvinit-2.88-13 updated

...because it processes the conflicts to update sysvinit, but then hits the obsoletes to remove the sysvinit-2.88-14 updater.
 Tried changing the sysvinit to be obsoleted by procps-ng, but that's hard (did it via. a hack, and it still doesn't work as rpm still fails ... not 100% sure that isn't a biggish rpm bug though.

 To clarify the end result of the change is that procps-ng-3.3.8-13 is installed as an update which obsoletes sysvinit-2.88-13 (looks fine when displaying the transaction ... but rpm depcheck still fails it due to the conflicts).

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
