beaker-wizard currently uses GPLv2-only as the default license for tests, and doesn't even support GPLv2+ as an option.

While bz959035 covers making beaker-wizard fully configurable, this is a simpler interim fix to switch the default license to GPLv2+ using the same hardcoded technique as is currently used for the GPLv2 and GPLv3 license entries.
