As https://fedoraproject.org/wiki/Packaging:Guidelines?rd=Packaging/Guidelines#Requiring_Base_Package says:
"Devel packages are an example of a package that must require their base packages using a fully versioned dependency."

* should fix your issue,
* was pushed to the Fedora 20 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing wireshark-1.10.3-3.fc20'
as soon as you are able to.
