Description of problem:
convert rpm %build and %install macros to setup.py script to be more distribution independent

How reproducible:
always

Actual results:
currently whole installation is covered by %install macro in rpm spec

Expected results:
installation will be handled by 'python setup.py install'

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
