Current git HEAD of Meld has ported to GTK 3, etc., is now using distutils instead of a custom Makefile, among other changes.

I'm attaching a first-pass at updating the existing spec file to work with the new version, but it's likely that things are wrong with both the spec file and the new distutils setup, so downstream feedback would be appreciated.
