Description of problem:


In Bug 1005702 I requested :

"Can you please add a rule for product "RHQ-project" to require a target release when moving a bug into state "on_qa"?"

Now when you try to set a bug on QA without target milestone it says

"For all RHQ Project bugs, it is mandatory to set the target milestone field to a non-empty value before a bug can be moved to the ON_QA status."

The target_release is not evaluated though. See e.g https://bugzilla.redhat.com/show_bug.cgi?id=1028742 for a test bug that shows that I was able to set it to on_qa without a target release

But requested was to have this check on "target release"
