As a point of reference, RHEL 7 Beta works fine when configured this same way. The behavior has changed slightly from previous versions - the banner is only displayed after the user enters his username - but it is still displayed. Try the following
1. Add a keyfile to the /etc/dconf/db/gdm.d directory and name it, for example, 01-banner-message.
2. Add the following content to the file:
[org/gnome/login-screen]
banner-message-enable=true
banner-message-text='Type the banner message here.' * use a short message *
3. Run the dconf update command.
4. Reboot
There maybe a limit on the characters accepted by that key.

Worked on my Fedora 20 x86_64 with a short banner message.
Thanks, the tip above does work with two caveats: 1. If I disable the username list ( disable-user-list=true ) the banner is not displayed. 2. Large banners are truncated. I noticed while tweaking on this that the banner text appears briefly in the center of the screen but is then covered by the area used for the username text box and associated text and "Next" button. The workaround I am using it to create a logo.png graphic with the text of the banner and set that to display with an entry in /etc/dconf/db/gdm.d/01-logo [org/gnome/login-screen] logo='/usr/share/pixmaps/mybannertext.png' then a dconf update and restart GDM This message is a reminder that Fedora 20 is nearing its end of life. Approximately 4 (four) weeks from now Fedora will stop maintaining and issuing updates for Fedora 20. It is Fedora's policy to close all bug reports from releases that are no longer maintained. At that time this bug will be closed as EOL if it remains open with a Fedora 'version' of '20'. Package Maintainer: If you wish for this bug to remain open because you plan to fix it in a currently maintained version, simply change the 'version' to a later Fedora version.
