Description of problem:
publican v3 and v4 docs packages and deps (such as web packages and publican itself) are not compatible.

3.99

How reproducible:
install package generated with one version of publican on to a host running another.

book_version is a required argument at /usr/bin/publican line 689

Expected results:

This is wrong. The expected result is for the install to fail with dependency issues.

Added publican-API to publican spec file and spec files created by publican.

A fix for this shipped in Publican 4.1.0.
