The architecture guide should include a description of the current scheduling algorithm and its limitations (including a reference to the Event Driven Scheduling design proposal).

Originally I was going to postpone this and just document the new algorithm once event driven scheduling was in place, but it looks like that is going to take longer to put in place than originally anticipated, so it makes sense to document the status quo in the nearer term.
