Description of problem: Disabling quota executes quota-remove-xattr.sh. However, this command takes a while to complete depending on the size of data in that volume. There is a remote chance that admin might enable quota when this script is still being executed. We should ensure that quota enable fails when quota-remove-xattr.sh is still running.

As 2.1 is EOL'ed, closing this bug and filed 3.1 bug# 1282728
