verified using is24.1

Steps to Reproduce:
1. create a pool with 2 sd's and 1 host
2. move the host to maintenance
2. block the host from the sd that isn't master
3. activate the host

host became active, as well as DC
master SD works while non master SD inactive.
(it took more than 5 minutes for engine to show it in GUI)
