Description of problem:

A SPICE console will not open (error 'Unable to connect to graphics server") for users of a specific domain when VMs are configured to run on a specific host in cluster. However, if VMs are set to run on any host, SPICE consoles will open normally even if the VM runs on the host it was previously set to specifically run on.

Additionally, VMs will open SPICE consoles for users of another domain even if they are set to run on the same specific host in the cluster.

How reproducible:

Always. Re-applying the "run on specific host" option causes SPICE consoles to no longer function again. 

Steps to Reproduce:
1. Set VM to run on specific host in cluster
2. Try to connect via a user of second domain

Actual results:

SPICE console does not open, error of "Unable to connect to graphics server"

Expected results:

SPICE console should open normally.
