check.php uses $g_absolute_path to check for config_inc.php. This resolves to /usr/share/mantis. The configuration file is beneath /etc though, hence the test fails.

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
