Description of problem:

semanage tool on RHEL doesn't contain -N flag. 

  -N,--noreload
              do not reload policy after commit

# rpm -qf /usr/sbin/semanage 
policycoreutils-python-2.0.83-19.30.el6.x86_64

/usr/sbin/semanage fcontext -N -a -t virt_cache_t '/var/log/core(/.*)?'
<snip>
Options Error option -N not recognized

From koji system I see it get introduced by version 2.1.12-1:

We need to back port this from fedora for RHEL6.6

This request was evaluated by Red Hat Product Management for
inclusion in a Red Hat Enterprise Linux release.  Product
Management has requested further review of this request by
Red Hat Engineering, for potential inclusion in a Red Hat
Enterprise Linux release for currently deployed products.
This request is not yet committed for inclusion in a release.
