Cloning for the HA parts of hosted engine.

+++ This bug was initially created as a clone of Bug #1033097 +++

Currently hosted engine services supports only a single VM,
which is expected to be the engine VM. Using the same framework, we'd like
to support more than a single VM, which does not contain the engine.

closing on lack of clear requirements.
btw, maybe we should host some relevant services as docker images inside the hosted engine VM.
