Description of problem:
the gnome-system-monitor often gets located in such a way that the window banner is entirely obscured by the system menu, thus preventing it from being moved.

How reproducible:
fairly frequent

Steps to Reproduce:
1. open the system monitor from the applet icon in the system menu
2.

Actual results:
window banner is obscured by the system menu


Expected results:
window banner is accessible, thus allowing the window to be moved


Additional info:
I am running multiple monitors with the system menu at the top of one of the bottom displays (in a 2x2 landscape configuration).  Could be that developers expect the system menu to always be at the top of the upper-most monitor.
