Description of problem:
It seems that regardless of whether a metric is enabled or disabled, when a measurement portlet on a resource summary tab shows the metric, it is collected (once on each refresh of that portlet, presumably).

Note that this can potentially generate noticeable load on the agent - if there are many (possibly expensive) metrics and many users are viewing many resources from a single agent.

Steps to Reproduce:
1. Make sure that one of the metrics that is disabled on some resource is visible in the Measurements portlet on the resource summary tab
2. Let the portlet refresh a couple of times

Actual results:
Notice that both the minigraph and the detail graph (after clicking the metric) report values.


Expected results:
Disabled metric should never be collected

Group Screens have the same issue.
