Description of problem:

Section 3.3. Configuring the Installer, Step 2 refers to an invalid path:
/usr/share/foreman-installer/bin/foreman_server.sh

Newer build has the file located at this path:
/usr/share/openstack-foreman-installer/bin/foreman_server.sh

Additional info:
The correct path is specified in Section 3.4. Running the Installer
