Description of problem:
Anything using the #anchor on the Groups page does not work - eg.
$server/zanata/version-group/view/mygroup&cid=198#settings-languages will still only show the Group's Languages tab.
This is most prominent when pressing the "Add Language" button for a group with no languages set.

How reproducible:
Easy, always

Steps to Reproduce:
1. Sign in as admin
2. Go to Groups, press Create New
   - The group's main page should show
3. Press the "Add Language" button

Actual results:
Nothing happens

Expected results:
The Settings->Languages tab should be displayed.

To go to url hash with prefix #settings- in group page, user needs to be a maintainers and logged in, otherwise, user will be redirect to #languages by default.
