Based on your feedback on other review requests, here is a new package that adds missing build requirements and removes unneeded explicit requirements.

I'm sorry for the long delay.  Finally getting to this then.

Your package is missing some buildtime deps, namely:
- constant, lib/Cache/Memory/Simple/Scalar.pm:9, via t/03_scalar.t:6
- strict, various files, including Build.PL itself
- utf8, ditto
- warnings, ditto

Both Summary and %description appear to be missing some words.  Consider "Yet another take on memory cache implementation" as Summary.  Change the %description in a similar way.

Also, there's been a new release meanwhile.
