Description of problem:

lzop is now part of rhel6 so it must be retired from epel6.

I might be mistaken, but from what I can see, only lzop.x86_64 is in RHEL 6,
but not lzop.i686. And even if both is in RHEL 6.5 GA, I will delay this till
CentOS 6.5 GA to avoid negative impacts for other users. However I do not see 
lzop.i686 in RHEL 6.5.

I think this should be closed notabug - existence of lzop in official repos on x86_64 is known since beginning and nothing changed. See Original epel branches request https://bugzilla.redhat.com/show_bug.cgi?id=699297 for details.

Yes, you are right. And because package is already there you can't prefix the release number with 0.oldrelease - now this package is there and release locked - it can't be updated without rhel updating the package.
