Description of problem:

If there are no Types outside of the package in which a rule is being authored; the Imports Widget (and Imports Page on the Guided Decision Table Wizard) state there are no types available; whereas in reality there are no types outside of the package available. This has caused some confusion in community .Final.

How reproducible:

Create a rule in a package that contains Types. The Imports Configuration widget states there are no types available when you try to import a type.
