save button not seen when too many members in list none

Description of problem:

With several hundred members using the cloud, it is onerous to have to scroll to the bottom of the page after adding a member to a project using the horizon dashboard.  Please put the save button at the top.

I'm using Grizzly, maybe this has changed in Havana... If so, then feel free to close this ticket.

Since that page changed a bit from Grizzly to Icehouse, could you please evaluate, if that works for you now? 
On top, there is a create and a delete users botton, and each user/tenant has an edit button. So editing users should be quite convenient.
